Helps higher education meet the U.S. Department of Education’s Regular and Substantial Interaction (RSI) requirements
BOSTON, April 29, 2022 /PRNewswire/ — The Online Learning Consortium (OLC) and SUNY Online announce the release of an updated free OLC OSCQR Course Design Review scorecard. This OSCQR 4.0 scorecard is the first online course quality rubric to address recent U.S. Department of Education (DoE) regulatory requirements for regular and substantial interaction (RSI) for online instruction and remotely.
Institutions are seeking assistance in successfully navigating the new RSI regulations and risk losing access to student financial aid if the institution is audited and deemed non-compliant by the Office of the Inspector General of the DoE , or as part of a periodic review of the ministry’s financial assistance program. . The new DoE distance education regulatory definitions that came into effect on July 1, 2021, require institutions to ensure ROI between instructors and students in all online/distance learning courses for financial aid purposes. RSI regulations have not been lifted due to the COVID-19 pandemic.
OSCQR, developed by SUNY Online and adopted by OLC in 2016 as the Online Course Quality Dashboard, is a set of online course quality standards, online interactive tools and resources based on the research, customizable and not available under an open license. evaluative for anyone to use and adapt. It helps ensure awareness of best practices in the instructional design of new and existing online courses, and targeted initiatives to continually improve design, accessibility, and maintaining regular and substantial interaction. The self-assessment tool has already been downloaded nearly 9,000 times. The interactive OSCQR topic and dashboard have also been updated and are available.
